Choosing a BSCI Hat Factory: What the Audit Actually Covers

Every few weeks an email arrives at info@cn-hat.com asking a version of the same question: "Can you send your latest BSCI report?" It is one of the most sensible questions a buyer can put to a BSCI hat factory, and one of the easiest for us to answer. What we have noticed, though, is that many buyers — especially smaller brands placing a first overseas headwear order — ask for the file without a clear picture of what sits behind it. So here is that picture: what a BSCI audit checks inside a hat factory like ours, which has been making headwear since 1987, and how to request our documentation.

What Does a BSCI Audit Actually Check?

BSCI — the Business Social Compliance Initiative — is run by amfori, a Brussels-based business association whose members include many of the retailers we supply. The audit itself is not carried out by amfori, and certainly not by us: an accredited third-party firm sends auditors in under a semi-announced window. We know the several-week period in which they will arrive; we never know the date. Once on site, auditors work through the thirteen performance areas defined in the amfori BSCI Code of Conduct — fair remuneration, decent working hours, occupational health and safety, no child labour, no forced labour, freedom of association, environmental protection and ethical business behaviour among them.

Inside a BSCI hat factory, that looks like this on the ground: a full site walk from the braid workshop to the finished-goods warehouse; payroll and working-hour records cross-checked against production output; employment contracts sampled; fire exits, drill logs and chemical storage inspected; and confidential worker interviews conducted with no manager in the room. Each area is scored, and the scheme rates every audited site from A to E on a fixed cycle — strong results keep the full review two years apart, weaker ones trigger a follow-up within twelve months. Every audit produces a continuous improvement plan, and the next one opens by checking it.

Where Does Jiuwang Stand?

The short version: we hold BSCI alongside WRAP, Sedex with SMETA audits, ISO 9001, ISO 14001, SGS and OEKO-TEX, and our Phnom Penh facility additionally holds WRAP and BCI — the annual calendar we described in our audited-factory compliance overview. You will notice we are not quoting scores, dates or audit years here. Our approach is to share the documentation itself with serious buyers rather than turn an audit into a headline; the report is a working document, and it reads best in full. Both bases — Wenling and Phnom Penh, described in our two-factory strategy — run under the same internal system.

What a Current BSCI Report Means for Your Sourcing

• It lowers your verification cost. Commissioning your own social audit typically runs a few thousand US dollars per facility, plus weeks of scheduling. A current file from a BSCI hat factory means most sourcing teams can skip that step, or reduce it to a document review.
• It shortens vendor onboarding. Large retail programs — we supply Costco, Target, Walmart and T.J.Maxx — require social-compliance evidence before a purchase order can be cut. Programs that accept BSCI take the report as it stands; those that run their own protocols still move faster when a BSCI hat factory brings a documented history instead of a blank file.
• It is a working signal, not a plaque. The cycle means the factory was inspected recently and will be inspected again on a fixed clock. That says more than any framed certificate in a lobby.

One thing worth saying plainly: BSCI covers wages, hours, safety and labour rights — not product quality. For the product side we hold ISO 9001 and OEKO-TEX among others, which apply across our hat collection and the fibres in our materials library.

An audit report will not tell you whether a BSCI hat factory can hit your target price or your ship date.
